Vicência Santos was a Brazilian witch, who, in the early 1930s, was the Brazilian Minister for Magic and competed for the position of Supreme Mugwump of the International Confederation of Wizards, against Liu Tao and Gellert Grindelwald in 1932 in a rigged election that Grindelwald won, albeit temporarily.
